General Information
The City of Emporia lies 110 miles southwest of Kansas City and 85 miles northeast of Wichita on the eastern edge of the Flint Hills area of Kansas. Emporia has a population of 25,512 based on the 1990 census. There are 9.21 square miles of land in the City's corporate boundary, while the "planning and protected" area covers approximately 63 square miles.

The City of Emporia was incorporated in 1857 under the lawful jurisdiction of the State of Kansas. Emporia has a Commission-City Manager form of government. The Commission is comprised of five members elected at large for terms of two and four years, with three Commissioners elected each odd-numbered year. The Mayor is elected by the Commission.

The City Manager is appointed by the Governing Body and acts as its primary agent in accordance with state statute. Other City officers and employees are appointed by the City Manager. The Governing Body is responsible for policy determination and the City Manager is responsible for the administration of the municipal government.

City departments are required to submit their annual budget requests for the ensuing year to the Assistant City Manager by June 1st.
